Job Description: The Application Developer designs, develops, tests, implements, supports and maintains web applications to enhance VIA’s business processes. Work requires attention to detail, the initiative, independent judgment, and the ability to coordinate various projects with all department representatives. Analyzes and develops specifications for in-house application design, and determines feasibility time required, compatibility with current system, and computer capabilities.

Job Description:

Responsible for providing legal counsel and guidance in legal issues involving VIA to ensure maximum protection of legal rights and to maintain operations within the limits prescribed by law. Performs legal research and consults with management and retained counsel regarding legal issues.

Job Title: DIRECTOR OF BUSINESS/ SUPPLIER DIVERSITY PROGRAMS/ DBE LIAISON OFFICER (DBELO)
Starting Salary: $7,933 – $13,658 per month
Job Description: The  Director  of  Business/Supplier  Diversity Programs/DBE  Liaison Officer  (DBELO) administers, and provides guidance and consulting to VIA leadership  and  the  Board  of Trustees on, all VIA’s Business/Supplier Diversity Programs, including but not limited to, VIA’s Disadvantaged Business Enterprise (DBE)  Program  for  compliance  with  federal regulations to ensure federal  funding. Responsible for VIA’s Small  Business  Enterprise(SBE) Program for locally funded procurements. Manages personnel responsible for development, implementation, compliance and reporting functions for VIA’s Business/Supplier Diversity Programs including VIA’s DBE and SBE programs; as well as coordinating and interfacing with VIA’s Equal Employment Opportunity (EEO) and Title VI (Civil Rights) programs.
Education and Experience: Minimum of a Bachelors Degree in Communications, Public or Business Administration or related field required. Minimum of ten (10) years of progressively responsible experience in public involvement, community or business development, or a public agency environment. Job Title: DIRECTOR OF CAPITAL & SERVICE PLANNING
Starting Salary: $7,933 – $13,658 per month
Job Description: Reports to the  Senior Vice President Planning and Development for VIA’s strategic planning department functions. Assists the  Senior Vice President in preparation of the division’s manpower and budget activities. Organizes, coordinates, directs and monitors the work in the Strategic Planning and Service Planning departments. Responsible for highly complex multi-project managerial work by providing direction and guidance regarding strategic operations and planning implementation related to the Long   Range Comprehensive  Strategic  Plan,  including  High  Capacity  Transit Corridor planning. Oversight responsibility for the preparation of annual service plans for a bus, rail and paratransit services; development of the short range and five-year service plan;  and coordinating and supervising special research projects and analysis of operational data for the preparation and implementation of service revisions to improve efficiency and effectiveness of transit operations. Prepares and/ or gives presentations to senior management, VIA Board of Trustees and outside groups/organizations.
Education and Experience: Must have a  Baccalaureate Degree in Architecture,  Engineering,  Planning  (Graduate Degree preferred), and at least  10  years of applicable work experience in transit engineering/construction, transportation planning, and policy analysis. This experience must include 7 years of project management in areas of transportation, urban design, and urban planning. Must be able to organize and direct the technical work of other engineers, planners, real estate staff and project management. Certificate or License in the area of education is preferred (i.e., AICP, PE, PMP).

Job Title: DIRECTOR OF MARKETING
Starting Salary: $7,933 – $13,658 per month
Job Description: Under administrative direction, the Director of Marketing is responsible for developing and leading VIA’s strategic marketing plan, including brand identity, digital asset development, internet presence, market position, marketing operations and advertising efforts. As part of a larger creative team, this person will lead the effort to develop, shape, direct, plan and produce the agency’s brand to a variety of audiences using various marketing approaches and mediums. This position is also responsible for marketing messaging, contributing to passenger information and communications; special projects may also be assigned from time to time. The ideal candidate will possess the high energy level and drive necessary to work as part of a team committed to enhancing strategic efforts that increase VIA’s value and presence in the communities we serve.
Education and Experience: Bachelor degree in Business Administration, Marketing, Advertising, or related field. Seven (7) years of progressively responsible experience in public engagement, marketing or advertising, with demonstrated experience leading strategic initiatives and plans. Three (3) years in a management position directing marketing or public engagement initiatives. An equivalent combination of education and experience may be acceptable.

Job Description: Act as VIA’s responsible agent with all Local, State and Federal regulatory agencies. Responsible for the development, planning, coordination, fiscal oversight and overall management and compliance of VIA’s Environmental Management Plan. Works to effectively minimize the environmental impact of VIA operations. Responsible for communicating VIA’s environmental policy, activities, and benefits to stakeholders within and outside of the VIA organization. Works closely with all federal, state and local jurisdictions which minimally include; the Environmental Protection Agency (EPA), Resources Conservation and Recovery Act (RCRA), Underground Storage Tank (UST) program, Clean Water Act, Safe Drinking Water Act, Clean Air Act, Texas Natural Resource Conservation Commission (TNRCC), San Antonio Water System (SAWS), San Antonio River Authority (SARA) and the Texas Department of Health (TDH) to ensure VIA’s highest level of compliance and overall efforts to sustain and improve the program of protecting human health and the environment. Manages, conducts field sampling and analysis, provides training to staff, updates documents and files all pertinent records for various environmental programs and permits such as VIA’s material safety data sheets and the Blood Borne Pathogens Programs. Ensures a commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspect of our work.
Education and Experience: Must have Bachelor’s degree in Environmental Sciences, Environmental Policy, Engineering, Management or related field and a minimum of five (5) years’ experience in administration of environmental regulatory and sustainability programs, or an equivalent combination. Job Title: MECHANIC
Starting Salary: $19.61 per hour PLUS A DIFFERENTIAL FOR EVENINGS AND NIGHTS
Job Description: Responsible for effectively and efficiently diagnosing and repairing mechanical failures of plant facilities and related equipment, and public transportation-related structures and associated equipment both on and off VIA property. Responsible for performing preventive maintenance inspections of VIA owned equipment and facilities to ensure a satisfactory level of mechanical integrity.
